One is inst. feed (switched24V) one is inst. ground, if the last one is 2D then I would say that was for a tachometer, if it was 20 then that would be for a blackout light and would not make much sense.

You are probably right but all the tach's I have encountered do not have a "Cannon" plug so How would I go about installing a tachometer...?

I suspect that is wiring for a blue force tracker or other military comm gizmo installed at a unit level.
