ECV & REV Trucks: OEM Body Lift

My understanding is that the Turbo trucks have a 1-2 inch body lift to accommodate the turbo assembly on the 6.5 engine. It seems apparent from what can only be considered a closeout panel on the rear left and right sides of the truck between the body and the airlift bumper. Can someone confirm the height of the lift if so?

I believe its only a 1/2" body lift

What is that hinged black panel on the outside of the tailgate for?

Does the camo net go ontop of that with the 4 straps and it can be swung out of the way?

The ECV is on,y about 1/2in more than the standard hmmwv lift, the black plastic closeout is part of the mud flap kit.
