Emer engine shutdown? Help with reset fuel shut off valve

EMERGENCY ENGINE SHUTDOWN ??
Just purchased M923 with Cummins NHC 250 & I'm new to this . The driver who drove it from base (didn't know) and shut off engine 1-2x using the Emergency Engine Shutdown pull.

Engine will "start", but remains at a very low idle <500rpm (normal is 6-650) and when press gas pedal ther's no increase in RPM .
Engine RPM's basically stay at 500 RPM, but eventually will go up after a few minutes, again very little gas pedal response OR when using hand throttle.
Oil pressure is good over 60-90psi,when cold . Manual says "have unit maintenance reset the fuel shut off valve".

NEED ADVICE on how to reset the fuel shut off valve? & where located?

It is cable operated. It is NEVER used so when it was used the cable did not retract. Kinda a ez fix if you try a bit. All you have to do is pull the cable from the injector pump side. There is a little leaver on top of the pump. Just move it to the front of the engine.
