Do not buy any british Clansman Radios or other gear from a guy who goes by the name tacticall-x-hire on ebay. I am out $1400 because I sent it to him and received nothing.

Here is how the scam works. You buy radios legitimately off ebay. Then he contacts you and sends you to a link and tells you that you have to fill out the equivalent of British Ministry of Defence EUC. You do it, anc contact him after a month and he says he misfiled it. Then you contact him the next month and he says its still being processed. Several months go by and no radios and you ask him what is going on? He tells you that your EUC is one of the longest to process that he's ever seen.

After months go buy, he stops communicating with you. Then you contact ebay and paypal and guess what....? Yes, you got it, the 45/90 day time frame to dispute the sale has lapsed. So, you get nothing!!!!!!! No help, no removal of his listing and you cannot even leave negative feedback.

If anybody doubts my claims, i would be glad not only to send you copies of my invoices and paypal receipts, but also my communications with the police in Wales.

What is the lesson learned...? Not sure...but I am mighty pissed off.

Sounds like the Nigerians are getting more sophisticated.

Sorry for your loss. Few people here buy from the UK or Europe due to shipping costs.

Sorry to hear this happened. For high-dollar items, I either deal direct with people I know I can trust, or I buy it FTF at a show or swap meet. And I NEVER deal with overseas sellers. I support American business, period paragraph. Just my experiences and opinions.

While you are out $1400, it gives us knowledge to prevent this type of scam working on us in the future.

Thank you for posting this.....there are far too many scammers out there and too few ways to police them.

Mass executions would be my solution but then again I'm a cruel, right wing conservative that don't understand that lazy, dishonest people have the right to "take from the rich".

Maybe some of our friends across the pond could help.

There is a PRC-320 group on Yahoo that could have been of benefit before this failed purchase. There have been other problems with this vendor.

Thankfully there are good, honest, sellers of RT/PRC-320 gear on the web. I have had multiple successful dealings with both ta_shunca_uitco and melchior762 , both of whom have sales on the e-place now. YMMV of course.

Did you forward your correspondence to ebay? You may not get your money back, but they may take action against him to prevent another fraud. If you used a credit card through Paypal, you might be able to dispute it through the card issuer. If anything was sent via USPS you can also file a mail fraud complaint with them. I know a guy who bought a laptop and had to do that. When the cops showed up at the seller's door he suddenly became very cooperative. Hope something works out for you, but thanks for posting in any case.

I would not purchase a truck in the USA or ANY where unless and before I had checked ALL relevent required paperwork pertaining to the item/s I was interested in.
Actually I have purchased items and spares for our Dodge Dakota's and my M38A1 jeep with ALL the above pertaining First.

They seem a large and reputable firm. reading the bumf, I would have given it a miss though.
WE DO NOT EXPORT EX MILITARY RADIO EQUIPMENT AND ACCESSORIES OUT OF THE UK WITHOUT FIRST OBTAINING A U.K. GOVERNMENT EXPORT CONTROL LICENCE. IT IS A CRIMINAL OFFENCE PUNISHABLE BY A PRISON SENTENCE OF UP TO 10 YEARS TO EXPORT THIS EQUIPEMENT WITHOUT ONE. AS SUCH WE CANNOT LEGALLY DESPATCH THE EQUIPMENT TO YOU UNTIL YOU HAVE COMPLETED THE FORMALITIES BELOW AND WE ARE IN RECEIPT OF YOUR CORRECTLY COMPLETED ORIGINAL END USER UNDERTAKING FORM WITH AN ORIGINAL SIGNATURE AND THE UK GOVERNMENT EXPORT CONTROL LICENSE ISSUED TO US BY THE UK GOVERNMENT. THE EXPORT BUYER EXPRESSLY AGREES THAT THE DESPATCH DATE FOR THE GOODS ORDERED WILL BE VARIED TO 1 WEEK AFTER THE EXPORT CONTROL LICENCE IS RECEIVED FROM THE UK GOVERNMENT BY THE SELLER.

EXPORT CONTROL PROCEDURES TO BE FOLLOWED BY EXPORT BUYERS
This item being British military equipement "specially designed or modified for military use" requires a UK government military export control licence before it can be exported overseas.
IN THE VAST MAJORITY OF CASES OBTAINING A MILITARY EXPORT CONTROL LICENCE IS A FORMALITY AS LONG AS THE CORRECT PROCEDURES ARE COMPLIED WITH. AS A UK DEFENCE COMPANY WE HAVE THE EXPERTISE TO DEAL WITH THESE MATTERS. For orders of less than £1000, we charge a £25 administration fee which is invoiced to you separately by Paypal as a service, to cover the additional cost to us of processing all the paperwork. For all Orders over £1000 we provide this administrative service free of charge.
The procedure follows;
1. You bid and pay for the item as per a normal sale but on the express understanding that if you are an export customer only (i.e. the despatch address is an address located outside of the United Kingdom) then it is a conditional sale, being conditional on the receipt by us from the UK Government of an export control licence to export the items to you at your registered Paypal address which must be detailed on the End User Undertaking Form and Export Control Licence.
2. to comply with UK Government regulations the item can only be despatched to the address listed in the export control licence above and not to any other address or person. Also the item has to be despatched using a tracked signed for service in order that we can prove to the UK Government that it was delivered to the person at the address named on the Export Control Licence. These specialist couriers include DHL, FEDEX and ROYAL MAIL INTERNATIONAL DATAPOST. This method of delivery is more expensive than ordinary post, but we only charge you the cost as charged to us by the courier. We do not charge for packing and we do not make a profit from packing and postage. By bidding on this item you expressly agree that the packing and postage charge is reasonable and consent to the removal of any unreasonable feedback in this regard.
3. You would need to email us at tacticall@me.com requesting an email copy of the UK Government end user undertaking form (EUU FORM ).
4. You would be sent a Paypal invoice for the £25 export licence administration fee only if the order is less than £1000 in value. Once this is paid, you would receive an email EUU FORM. You would need to complete this form in Draft and Email it back at tacticall@me.com for checking. The form would be checked and any amendments would be highlighted and returned to you by Email for amendment. Those amendments must be made and the completed EUU FORM with an original signature must be posted back to us by a signed for service.
5. On receipt of this original correctly completed EUU FORM we would then make a formal application for the UK Government Military Export Control Licence, enclosing your EUU FORM with the application. This procedure can take a minimum of 28 working days to complete.
6. On receiving UK Government consent for the Export to you, we will send you a Paypal invoice for the Couriers delivery charge at cost to us. Once this delivery charge payment has been received and the export control formalities have been completed as above, the item will be despatched to you within 3 working days from receipt.
7. If in the unlikely event that for any reason the UK Government refuse to issue an export control licence to enable us to export the item to you, then you would receive a full refund for the monies you have paid for the item via Ebay/Paypal. We cannot refund the £25 administration charge for processing the EUU form and Export Licence Application.

Jpinst, sorry you got burned. Don't stop trying though, there are still options to pursue, as suggested above.

I have quite a bit of Clansman kit, most purchased through Ebay and have had no problems. I was very selective about who I bought from though.
As a general rule, the Brits and my homeland neighbours across the Irish Sea are the only foreign folks I will deal with on Ebay.
I also prefer to buy what I can hold and see, but had to buy this kit through the internet, as there are NO Clansman dealers in Texas..:p

I agree with dmetalmiki, I always gave that particular vendor a miss because of all that EUC rubbish in his ads, and his feedback (which wasn't stellar when I was buying the stuff).
I will look at my records and post the vendors with whom I had such good results.

Cheers

Sorry for your loss. I have purchased a few things off of eBay from an old guy who runs a store out of Italy. He has nice stuff for my M35. I bought a brand new air wiper for $45 shipping included. I am only sharing this so you guys don't think that just because they aren't in the US they aren't worth the water that fills their cells.

I don't buy or sell overseas via ebay anymore. There are just too many scams and too little protection for overseas deals. Some of these radio deals out of Cyprus and Israel are pretty tempting, but I'm far too wary. I've been scammed before as well.

Legit looking buyer pays for something via legit paypal account, requests shipping to a legit address. Buyer immediately changes address to overseas and says "I'm traveling, on the road, gov't employee, etc" can you please ship here instead? Ok, no problem... except that after you ship paypal charges back the amount for the item, they say the account was hacked or stolen and the owner will get their money (your money) back. You dispute, your provide email and pm trail, shipping info, receipts, etc but ultimately the second address was "unconfirmed" so you're screwed. Go to **** paypal, unfortunately you're the only game in town. After hundreds of paypal deals I didn't see it coming. Live and learn.

Fortunately there are a bunch of scams I have seen coming...

Sorry about your loss as well. This is exactly why I stopped E-Bay Pay-pal etc.. none are my "pals" and I don't trust any of them with links to my bank account.. Want to sell me something take M/C. VISA or AMEX. They have my back.. on more than one occasion.. Otherwise I will pickup in person with cash in hand...

I have actually had very good luck with the two ebay sellers who routinely list out of Cyprus and Israel, both are top notch guys in my book. I have always steered clear of Tactical X-Hire since he seemed extra weasely and have instead bought all my clansman stuff from the seller in Norfolk, UK. \\

Thanks for the heads-up on the seller.
As a head-up to other buyers, on Paypal and ebay they give you 45 days just to start the dispute, then you have 20 more days to escalate to a claim then even more time while they investigate and most times unless the seller can prove delivery you will have your money back.
When/if you get your refund and your item is then received you can pay the seller.
If funded with a credit card you have even more time.
Miss any of these deadlines and you are on your own.

https://cms.paypal.com/us/cgi-bin/m...r-content&content_ID=ua/UserAgreement_full#13. Protection for Buyers.

You can also file with the postal inspectors and it does not have to be mailed though USPS.

In post #12 we have this guys e-mail, we could all flood his e-mail on behalf of the buyer. A couple hundred e-mails a day should clog things up enough that maybe he will reconsider and send the mans money back. Go to his E-bay site and flood the sales with questions, basically harass him til he refunds the members money. Nothing illegal about that is there?
Note that I said "harass", not threaten. Threatening is illegal.
