What was the problem?
Super stupid I’ve had this problem for awhile.
So I rebuilt the cluster and cilium and cleaned all the grounds replaced all the bulbs and any sockets that were broken.
Replaced the gen1 with 3 different used alts and finally replaced with new.
Replaced the PCB and all the sockets with acdelco.
New bulbs no led’s.
I checked continuity before reassembly. Had connection from dash to alt.
Just no power after the dash.
Last night I re read every process and following can’t remember who posted it.
Got under the dash and tested again bulb both sides 12v went to the cluster plug and no voltage tested the circuit board by pin8 and nothing.
Looked into replacing again. Dreading pulling the at cluster out again. I remembered a post about the sockets.
So I pulled gen 1 out and bent the tabs up and reinstalled.
Lo and behold 12 volts at pin8.
Put everything back together and started up.
I done currently have a gen1 light at start up still.
But I ah e 29.5 volts running.
Also don’t have a resistor for the gauge
Found the one by gen1 loose.

I had new ac Delhi light bulb holders I had to bend the tabs up for better connection.
The tested good on continuity but for some reason once I bent them up and put back in got power on pin 8
