Glow plug lead resistance

Hello all.
1028 was running great two days ago, started running rough intermittently, and now suddenly cranks but won't start. Wait light still comes on for 5-10 seconds when key turned on. Bled fuel filter and fuel looked good.
Following maintenance manual (TM9-2320-289-20.pdf) troubleshooting instructions (p. 2-65, arriving at step 3) I find glow plug lead resistance of about .75 ohms for all glow plug leads, less than the 1-3 ohm range specified. Is less resistance a good thing? Should I proceed to step 4, or replace glow plugs as instructed in step 3?

I see the error of my ways. (first time ever). I was checking resistance on the glow plug leads themselves, not the glow plug terminals as the manual said. Glow plugs are fine.
