GMC DH9890A what is it?

They are GMC's and in the civilian world this shallow cab model was referred to as day cabs, or a "cracker box". The long frames, fifth wheel placement, and axle setup shown in the ad are definite non-civilian. Engines are V-8 Detroits.

Could it be one of the early generation Patriot Missile carriers (-esque)?
Just a thought, I saw a newer truck (Peterbilt I believe) for sale on GSA awhile back. Set up similar, COE, long truck, lot's of axles.

For some reason I seem to recall watching a program that indicated that those trucks were used to haul deactivated ICBMs from their launch sites.
