Goat front axle should turn freely in 2wheel correct ?

I don't know what's up here . Vehicle is in 2 wheel drive but can't turn from axles to grease . Front end locked solid . Tractor is on jack stands but trailer is on tires on ground ? Is somehow this why front won't turn ? I would not think so but new to this crazy goat setup . Only other thing I can think is front brakes not releasing . Just went thru brakes and machine was driven around up to this point . I'm thinking brakes .

Passenger side brake shoes were to tight. Thought I was going crazy. Lol

Why would he need a front differential because his brakes were adjusted to tight ?

He said his front end was "locked", and having just worked on his brakes, a potential problem could be in the carrier itself

Sorry for confusion . I had drive this vehicle around before working on it and did not think front end was locked up .
