Looks like the heat exchanger tube from a Schwingfeuer (Swingfire) heater assy. One of the assessories for stuff in artic service.
Remove the cap and the nose of the heater slides into the tube. Water lines from the truck coolant system bring coolant to the double-walled tube where it's heated by the Swingfire burner unit. There should be a couple of lines that "T" off the system to a "heating pad" that sits under the batteries.
