Hardtop Windshield Seal

I am getting ready to set the top on my slantback. The holes on the metal seal retainer and the windshield lined up except there are three holes on each end of the retainer where the windshield frame does not have any holes. Do I drill these holes into the windshield frame and rivet it in place or is the seal compressed when the top is set down?
