HELP--Collector plates in Oregon

My new deuce is a 1988. In order to get special intersest permanent plates in Oregon, I have to have a document signed by a club recognized by Oregon DMV.

As one might imagine, nowhere on the DMV website, and nowhere in the Oregon Revised Statutes, can I find a list of said recognized clubs. DMV has also not responded to my email inquiry.

Anybody got any advice?
