Help identify this winch

Need help identifying this winch, not sure what it comes off of, but it's got to be big.
Didn't get a chance to get any numbers off of it, just had time to snap this picture. Not sure where else to post this.

Looks like a dataplate in the photo. Does the original have more detail?

Almost reminds me of a small Naval use Capstan. Used for pulling on the lines to draw a ship in to the pier. Could be wrong, though.
