Help Identifying these brackets

Hi Experts.....I have been wondering for a while what these brackets might be for and finally took pictures to get your expertise. I think they may be for a PTO set up, but I don't want to guess. There is one on each side, mounted to the frame. The history on my M1028 is that it was with the USAF first and then went to a small mountain fire department near Yosemite. The front bumper was missing and I found paperwork in the truck that indicated the fire department mounted a snow plow on it (probably kept the front bumper/plow when they sold the truck). I then bought it from a rancher who had just purchased it from the FD but found it didn't meet his needs. Are these brackets military? or where they added by the Fire Department. Thanks in advance for all of your input
