Help in ID'ing this...tow foot?

Folks,

Got this little doo-dad "willed" to me but I'm unfamilar what the official description and nomenclature is. It looks like a super heavy duty tow hook but I'm not sure. I've tried various search engines without success. Can ya help me out?

Not sure of proper nomenclature myself. They're usually associated with armor. The "T" end is for a cable eye when recovering a tank or APC. Also sometimes used for tying down on a flatcar when shipping by rail.
A search in that direction might bring you better results.
