HMMWV on-road bills

Is there a list of states that have passed legislation similar to Wisconsin's TR-11-0016 that equates Mil-Std 1180B with FMVSS? I know Idaho passed a bill but it allows non-conforming vehicles on road regardless of whether or not they meet FMVSS which is great for them but not useful elsewhere. I'm looking for more precedents.

MN has a law that allows SOME military vehicles to be registered. It does NOT have anything to do with FMVSS, but is based on vehicle size and weight.


See subdivision 1(b):

(b) A decommissioned military vehicle that (1) was also manufactured and sold as a comparable civilian vehicle, and (2) has the same size dimensions and vehicle weight as the comparable civilian vehicle, is eligible for a certificate of title under this chapter.


This means that CUCV and older HMMWVs should be able to be titled and registered in the state. MN still has the letter up saying HMMWV's can't be registered, but as long as you can show the size and weight are the same as a civilian vehicle (Hummer H1 of any year), this should be enough proof. Just have to find the correct registrar to actually follow the rules.

The Bill I mentioned in several places
"The document (Mil-Std 1180B) provides that the category of vehicles...should be built to meet FMVSS. This unequivocal statement supports the petitioners' position that their vehicle meets FMVSS."
Their vehicle and Humvees are in the same category and are listed by name in that category. I'm looking for any legal decisions like this.

From a bit of very quick research, TR-11-0016, isn't a bill.. but a court decision. In the US we have primary law (bills, codes, etc) (Federal, State, Local -- passed by legislative bodies), and secondary law -- interpretations of the primary law by the courts. So TR-11-0016 is secondary law.

So then what you are looking for is either associated court cases (looking at TR-11-0016 for cites, or other court rules citing that one) -- or corresponding legislation referencing that case is what it sounds like you want.

(Sorry, I'm being a bit pedantic, but it should help you and others find what you are looking for more easily. As you can probably tell, I used to work with a lot of lawyers "at a very large Legal Publishing company.")
