HMMWV Shelter Carrier

I am trying to find more information on the HMMWV in the pic attached... It is a 1998 Model, but I am trying to figure out what this one was specifically made for and how many were made.. Any information will be greatly appreciated.

looks like a civilian hummer not a mil HMMWV.

Don't know who made them but believe they were made for the DOJ, Dept of Justice as response vech.

Yes it is a Hummer H1 and not a HMMWV. AM General was pitching the H1s to govt and industry. The 2 door stripped version cost about 35K in '98.
