Hmmwv Tire size for higher top speed?

Im sure this has been asked before and i can not find anything on it. has any one changed their tire size (Larger) to decrease their Revolutions per mile to get a higher top speed? I am an old commercial truck sales man and we did this with box trucks for better fuel milage and top speeds for customers.

I got the same result from changing goodyear radials to bfg Baja. Same size on sidewall but BFG actually about an 1 1-1/2 taller!
