Horn troubleshooting

So I finally got to replacing my old horn (old horn was very quiet, couldn't hear it over the engine) and I bought a new horn from eBay. I plug it in and test it and all I hear (engine off) is a decently loud clicking sound. I thought maybe the plugs are backwards, so I reverse them. Same thing,
clicking.

So is my problem in the horn, the wiring, or the button assembly?

The button isn't in the best of shape but I believe that the connector is making contact with the wire and the surrounding ground.

Put the other horn back in. They are quiet and sound like an old VW Bug horn.
I feel like mine was too quiet. You couldn't hear the horn in the vehicle even with the engine off. It sounded like it was clogged with mud or the speaker was damaged.

Also does it matter which way the cables are plugged into the horn itself?

Mine worked with the wires in both ways.
unplug the horn, turn the lights on, and check the voltage while someone pushes the horn button. If it is close to 24v, try another horn. or plug a headlight in if no help is available. You may have corroded ground connections.
