Humvee M998 Brake Pedal Release Problem

I have a problem with my M998 USMC Humvee brake. When I stop. I need to use my foot to help return the brake pedal so I can again move forward. I do hear a hissing - wining noise. Fluids seem ok. Replaced the Hydro booster a while back because my brakes were too sensitive stopping. Any suggestions.

Was there a solution to this? I have the same problem on my 2007 M1097.
Any thoughts on how to fix are appreciated!
