Just curious, what was on the back? Does it happen to have some 1/2" holes on top of the rear frame rails by the rear axles?

What ever they had on the back was removed when sold to the public according to the previous owner. Yes there are 3 holes on each frame rail by the rear axles, that were used to bolt something on. It also has four "L" brackets along the top of each rail with 3/4" holes. The previous owner had a custom all steel bed built which bolts onto the original "L" brackets. Are the "L" brackets bolted or riveted? I have seen 2 trucks with the CH-D-54 model #. Oddly enough, both were bolster trucks. Here are 3 pictures from the one at Jack's in Tucson. There is an article in Military Vehicles Magazine Feb 2008 "Unusual Reo 2.5 ton trucks" that show them. If it is, it's very rare. Weren't those built on the M46 XLWB chassis?? (Edit) Nope M45 chassisI'd like to see a pic of the front hubs. If it has a place to put a shackle, it was a water purification truck. I've seen 3 gasser versions of these and I seem to remember the CH 54 or some form of it.
