Injection pump fuel volume!

Does anyone have the fuel volume at cranking spec for the 465 cubic inch turbo engine injection pumps? I am working with a injection pump rebuilder and need this spec, the injection pump he rebuilt for me does not start and run without a shot of ether. He thinks he may have the fuel volume while cranking too low, its at 20cc currently.
