Good evening.
A question for the collective.
I have an 86 M1031, 16 k miles. Currently resealing the transfer, transmission and the engine. The only issue for the IP is that it has is leakage at the external seals.

If the engine is running well at all speeds and idle should I have the IP resealed or rebuilt?

My vote would be if you have the funds either get it rebuilt or exchange it as a core for a rebuilt one. Since it’s already out of the truck might as well make sure it’s fully good to go and then you won’t have to worry about it.

I tried to reseal one once. It started and ran but never ran right. It's certainly possible and I do consider myself a very adept mechanic but I must have gotten something timed wrong and have no way to figure out what now that I have done it.

It is usually the throttle shaft seal that goes bad on these pumps. If you replace just that you might get away with it.
