Found a few online calculators for intake runner optimization. The length and cross section area of the intake runners along with cam geometry give rise to volumetric efficiency at 3600 RPM. Odd? Not really.
There is secondary, smaller node at 1800 RPM.
The engine isn't turning itself apart at 3600 RPM, it is just the loudest due to intake resonance. Magnified in the CUCV due to omission of the intake silencer to provide room for the extra alternator and battery.
Diesels have a limited speed due to injection window limited by fluid dynamics of injecting fuel before the piston has moved too far from top dead center. Hence the tuning point of 3600 RPM.
