Being in Korea I would say it is a rice cooker for a big party....but let me check the NSN and I will post what I find. It is coming up as a non valid LIN and that would indicate either it is an off the shelf one time buy or dropped from the inventory.
Looking at it I would say it is new and thus bought for a good idea and canceled for some reason. I doubt that it is a centrifuge in that it would require a big motor to spin the fuel. It may use a vortex to spin the fuel inside but it would not technically be a centrifuge or Iran would be bidding on it.....

I don,t think it,s a centrifuge, it looks more like a reactor vessel, the motor on top will probably drive a paddle.
