is this a military bracket?

I have seen this on two different trucks. It is exactly the same, making me think that it may be some sort of military-ordered bracket. I believe the shackle may be on backward, and no, I am not asking about the license plate angle Iron added to the bottom

Absolutely, your truck is a Jar Head USMC veteran. Front bumper should have paperclips welded on that go with those rear lifting brackets.

Yes the front bumper has what I will assume are the "paperclips" on the front bumper.

I would guess that the shackle is in the correct orientation. Appears that it would bind during lifting if flipped the other way.

You probably already know the second tail light is an add-on too.
