Issue with my new M1078

I just got my M1078 :p
Right now it won't start, that is another story.
My concern right now is that I was trying to move it by pulling it with my M923 and the front tires are turning, but the rear tires are locked and just drag along. Does anyone have any idea what may be causing this?
A little background info to consider, there is no air in the system and there are a couple air hoses that are broken near the rear axle

Any help is apreciated!

Great video Gimpy.

And yes, the caging bolts should be there on the LMTVs. I've had to cage a truck here and the bolts were in the correct storage place (and filled with dirt)

Please find the operator's manual for the vehicle before you hurt yourself, someone else, or the truck.
