They're used together. The buzzer reminds you to look down at the dash to see what the noise is all about.
Audible alarms are wired in so that they run all the time the air is below normal minimums and they are not be silenced. The light is to indicate precisely what the problem is since audible alarms can also be used to indicate any number of problems; overheat, low oil, wheel-slip, no power, etc.
