Looking for info on this Hand Cart or Trailer

Hi I am looking for some info on this small trailer or hand cart looks to be British it is 3ft wide and 5ft long Made by Kingstown Engineering Co. Kingstown, Carlisle Is this a Military trailer or Hand Cart of some type Thanks for any help.

The Broad Arrow on the data plate means English UK military. That's as much as I know.

The G.P.O. (general post office) used those trailers as well. It does look 'altered' though.
