The previous owner removed the Duval and converted to a regular cucv setup in the engine compartment. Such as alternators and accessories compressor and wiring harness. I did just have an alternator issue that I fixed finally and then this started happening.

That eliminates my guess.

This is a wild guess, but if there are stray currents passing through the engine, then maybe that's why you are not getting to 0 volts through the solenoid circuit.

A simple test would be to clamp one end of a battery jumper cable to the negative side of one battery, and the other end of the cable to the IP body. Do it while the key is off and the engine is running on that 1 volt, to see if really grounding the IP solves it.

that one volt or so is normal when the truck is still running and your ignition is off.
fix the sticking shut off valve and your problem will be solved.

adding a ground wont help the one volt will still be on the pink wire because it is coming though the alternator diode and rectifier backwards to all of the 12 volt stuff. If the Ip is turning on and off at all with the pink wire then it is already grounded. If it needed a ground the solenoid would not work at all.

you will probably find that one volt on other items that are 12volts and supposed to be off.

you are chasing a problem that is not really a problem

Well I'm getting ready to do the turbo build so I guess I will have the IP rebuilt too. Is the fuel shut serviced separate or during the rebuild.

it is part of the rebuild but you can change it without removing the IP. somewhere on here there are directions to do so. I have heard of fresh rebuilds sticking and people fixing it themselves
instead of removing and sending the pump back

After running a full tank of diesel/transmissions fluid mix through the motor, it appears to have solved itself. I'm in to my next tank off fuel before I noticed any change.
