Well, the 449-13&P is listed as a Code B pub. Not for public release. Its also been converted to the IETEM thing. So no PDF's.

ALSO the government is selling ICE test sets at auction that contain the CD's with these manuals. Anyone can buy one on ebay for $200 to $400. The CD's included with these kits are often still shrink wrapped. I own one. Want pics? LoL.

There's a picture in that auction. Discs come with the manuals and the EMS-2 viewer.
Plus I'm pretty sure we gave plenty of these documents to the former Soviet Socialist Republic of Ukraine to maintain the HIMARS system based on our trucks..... so there's that.
So I would say the cat got out of that bag quite a while ago and regardless of what the "distribution" is supposed to be - as the saying goes "You'll have to run real fast to get that salvo back chief cause it's already sent!"
