M1101 and M1102 question

There are two ~2" square bars that go mostly across the front of the M1101 and M1102 trailer. They appear to have a pivot bolt on the outside ends but they also seem to be blocked by the Jerry Can holder. Can anyone tell me the purpose of those bars??

They are just stored in those brackets at the front of cargo trailers, or on top of the wheel wells on M1101/2 flatbeds.
They attach (slide on-then pin) to the two square tubes that come out of the rear of the trailer to stabilize the load as stated above.
