When I lock the front end in I hear air coming out of the transfer case. Upon investigating it is coming out the vent on top. Is this normal or do I need to rebuild the shift cylinder?

Sounds like air solenoid is leaking internally and pressurizing your T/C. Definitely take it apart and see what's going on or it will start blowing seals out from being pressurized.
