It probably sounds stupid, but have you tried hitting it with a hammer when pressing the starter button?
Sometimes that shakes it loose. Sounded crazy to me until I tried it two years ago. The starter has worked fine since.

If you have the old one most any starter shop could check it out and fix it. My starter shop guy told me he could build one out of a large truck starter. The heads are pretty universal and can be clocked to fit.
