Is the cotter pin #10 that goes in Center Post #4 needed? I did an oil change in my M35A2 today and when I pulled out the center post #4 there was no cotter pin in them, and I was wondering if they were needed?

No. It just holds everthing (washer & spring) in the can for when you loosen the bolt and lift the can assembly off for a filter change. I always lift the filter and can up and off together carefully with my fingers anyways when doing this. No cotter pin needed.

I'm going to do a little shill work here and expound upon the simplicity of the spin on filter adapters. Fewer parts to lose, quicker pressure and the ease of filter replacement. I got mine from JT.
