After rebuilding my steering box I put oil back in it and found this cap with the horn wire through it had fallen off and oil spilled everywhere.

Does anyone know how to fix this?

Thank you so much.

That is a "Welch" plug (freeze plug) that was modified to allow the horn wires to go through the steering box. You will need to reinstall that plug and pipe assembly. It is hammered in, so you will need some sealant and a punch and hammer to reseat it.
If your not using the original horn wires anymore I would just put in a standard "freeze plug" back in and call it good.
