M35A2 Wiper Arm

Hello everyone, are the stock M35A2 wiper arms supposed to have springs on them to hold them to the windshield? Neither of mine did, and neither did the replacement I bought for one side. They don't seem to put enough pressure against the windshield to effectively remove water. Any ideas?
