My 1088 had that set up. When I went straight pipe I got lucky and grabbed a plastic cap off something I can not remember and first choice it fit blocking it off.
That small pipe goes to the intake before turbo. This was a Fed requirement for so called emissions. It did not work and still had to get a exemption. Read the label on the valve cover.
I do know that after reconnecting it, I hear a rattle from the one way baffle that is inside of it. A slight pinging sound, I had to investigate.. and it was a little metal flap.
Not a fan of the rattling sound, but I do like having things hooked upto where they are supposed to be.
