M809 front winch spins the wrong way

Hello I put a winch/pto from an m809 on my m52a2, when I pull the lever up the winch drum spins forward like its paying out cable and in the down positions low/high the drum spins backwards towards the truck like its winching, but everything ive seen and read said it should be the other way? As far as I know the pto/driveshaft only work one way, is it possible something in the winch is reversed? or am I completely over looking something? right now the cable has to be under the drum to winch but it should be over the drum. Thank you.

In my notes I keep I wrote pto shaft all the way out is reverse pay out
5/8 of an inch is natural
push in another 5/8 inch is low
push in another 5/8 inch is natural
push in another 5/8 inch is high
I'm working on new seals on the pto and new seal in the out put of the transmission and new seal on the tranfer case in put now and every thing is apart.
