M923 Charging Issue

Okay, I read the TM and could not get any insight. My alternator was putting out 26 volts, but I was only reading 23.8 at the batteries. I adjusted the alternator up to 29 volts, just under the maximum. The batteries are still reading 23.8. Is this normal, or is there something wrong. Looks like the power goes through the main switch and the PCB, so I guess I test the voltage there also? Any thoughts? The gauge on the dashboard is in the green area, just not sure if I am charging. My good batteries went dead last night, so I charged them today before I did all this.

Think I am in the wrong forum, but can't delete this.
