Hi there on the 5 ton wheel with ctis the valve is on one side, on the other side is a steel block is this a counter weight for the valve, or is it just a wheel weight and would be there regardless if the truck has ctis or not?

Counterweight. Only present if the front wheels have CTIS valves installed.
