M931A1 carrying capacity.

I may be missing something viewing on my phone, but what are you seeing that confirms the front axle capacity?
I put red dots beside the curb weight and the payload which combine to approx. . 20,000 , that agrees with Memphis equipment and others more or less.

You have to have setback king pin and a sliding 5th wheel in order to get 20k on a front axle on a 939. More than likely you gotta remove the spare tire carrier as well.

I’m fairly certain the #10,195 is total gross, with the “semi trailer payload” added to the curb weight, this would also coincide with the rear bogie gross weight with the #15,000 cross country 5th wheel load.

Assuming the tractors are the same as the cargo trucks, in the fact that the front axle load changes very little regardless of payload, due to the cargo bed centered on the bogie. Especially with the curb and gross are so similar, and what Wes is saying, that the 5th wheel pivot plate is also centered above the bogie?

I wish Memphis knew where their number came from, thats the first somewhat official number I have ever seen in print.

You and me both. It is weird to me that the only "official" looking doc can't be found elsewhere and confirmed. I wasn't concerned so much with the legality as it would be for ag use, but I would be pushing even the 20 k on front, so practically I wanted to be sure it would last, pounding in the fields and roadways all day loaded.

I took a second look at the wording and I would say you are correct.
