M934 emissions problems

I recently purchased a 1986 m934. I tried passing emissions and they failed me. They asked me to call a number from the adeq department. They told me that I needed to install a new technology certified catalytic converter because it’s a pre 1988 vehicle that weights over 26,000 pounds. Anyone else ran into this issue? Is it necessary or is there some type of exemption?
