MEP 003 voltage problems

I have a MEP 003 at my camp and just recently it started putting out low voltage on the L1 leg of the main output terminal. L3 has 130 volts but L1 only has about 65 to 66 volts. Any ideas on where i should look first to trouble shoot the problem.

My first guess, and this is just a guess is a problem (loose wire, bad connection, etc.) in the reconnection switch.
