The governor going to W.O.T when you begin cranking is correct operation.
The governor won't start pushing back against the spring until it starts and gets up to speed.
The excessive white smoke while cranking and slow starting ( as well as your delivery valve being previously stuck ) is an indication of a possible problem with the IP's plunger guide, which throws the injection timing way off.
The other thing I notice is that in your 2nd picture the tip of the governor rod looks a little bit low.
The adjustment nut where the vertical arm meets the governor arm is typically at or just above the top surface of the solenoid, in you picture yours looks to be a little below the top of the solenoid, possibly indicating an issue with the governor or a tweaked governor arm.
