MEP 007B fuel pump issues

We have about 6-7 of these 007B’s and none of them run correctly. We’ve narrowed the issue down to the fuel pump not working. We found this out after ordering numerous amounts of other parts trying to get these things running. After we install a new fuel pump they fire up perfectly, then after running for about 10 seconds the engine runs at extremely high RPM’s and will not shut off unless we take the fuel lines off. We’ve replaced the governor thinking that would fix the issue but it did not. I know the fuel pumps have a cam shaft in them, so every time we install one we get the engine to TDC but we aren’t sure if the fuel pump itself is at TDC. I’m wondering if anyone else has had this issue and if they found a solution. Also how can you tell if the fuel pump is at TDC or does it not matter?

Please read the manuals. Here is one thing I reported up the chain in about 2004. A unit had 007Bs that over revved, and others that would not shut down. I showed them what I learned 2 decades earlier when CAT put these pumps out on their new engines at that time and while showing about 10 Soldiers I noticed something not right. There is an arm on the pump top. This is also used to shut the engine off and it was stiff so the shut off did not work. The speeder control that moved the rack was also not as free as it should be and the governor could not maintain accurate RPM. I used emery cloth on the shut offs and played the same game with the rack and made governor adjustments following the manual until all were magically working again. Use the manual and try it out.
