So, after about two hours, I found the issue. Probably was the problem all along.
I didn't take a picture, but it was the 90deg 4an fitting at the fuel pickup. I don't recall loosening it at all, but it was loose. So, it was sucking some air. Tightened it up, let it purge, and it ran fine. Stumbled a bit a few times, burping the last bit of air out, but that was it.
EDIT: I had to take that cover off, added the picture below
Replaced a but more hardware when I had the back cover off again. Got the 4 hour 100% load test done.
Only issue that came up during the load test was finding out that the sender has a dead spot around the 2/3 tank area and dies out, so it will need to be changed. Otherwise, it was perfect at 60htz. No leaking. Gauges all right where they should be. No odd noises.
Finish painting it, swap the sender, and get my stencil set in & I think it will be ready for service!
