Here's what my stuck pump looked like. The large spring at the bottom is compressed. The fuel lever that fits into the rack couldn't rotate left or right.

Took the top off the fuel pump with a 17mm. It's normal right-hand threads.

Looking inside, the plunger is the shinier piece in the very center that has the round and square holes.

I set up a pair of scrap 2x4's arranged in a V and put a clean paper towel on them. Then I slid the pump towards the narrow end of the V. A 1/4" brass punch is slightly smaller than the plunger (5/16" was too big). Using a hammer, I gently tapped on the brass punch to push the plunger down. In my case, the spring pulled the plunger the rest of the way down after roughly 1/8" of tapping.

After freeing the plunger, I spent some time working the fuel lever back and forth until it would move freely. As you rotate the fuel lever, you can see the square hole in the top of the plunger move.

Once everything was moving well, I gave it a good cleaning and put it back together.

Reinstalling it and getting it properly aligned in the fuel rail was an exercise in patience and frustration. It took a while to get it right, but the machine has been running well since then.
