MEP-803A starting Help

Trying to start a MEP-803A very recently bought at auction. The main switch (S1) appeared to be replaced and wired wrong as when the batteries were hooked up nothing happened when turned to start, and the pump came on when the switch was turned to preheat. I rewired the switch and works as it should, except crank the engine, the panel light switch (S2) also does not have power. The Dead crank works s it should and the CB1 is not tripped. Does anyone have any recommendations or comments.

Does the fuel pump run with S1 in the Run position?

Is the S17 Emergency Stop switch pulled out?

Is the Battle Short Switch in the down position?

The 24 volt power path from the battery to S2 is...
battery-starting solenoid-charging meter shunt-diode CR1-dead crank switch-Emergency Stop Switch-CB1-S1 pins 2,4,6,8 & S2
Might want to use a meter or test light and check the path.

Pin "U" on the diagnostic connector is the test point for 24V to the master switch (S1) and to S2 for the panel lights.
Diagnostic connector Pins P, T, N & X should have +24 volts on them when cranking. Check them in sequence.
