MEP-805B Voltage off

This generator starts and runs. But the voltage is way off. See pic.
Phase 1 is 209, phase 2&3 are 109.
I've swapped voltage regulator and no difference. Any ideas?

Last year you presented us with the same problem.
DieselAddict asked you on May 13th, 2021 if you had actually measured / verified the in the CIM indicated voltages with a volt ohm meter on the generator output posts

Have you since been able to actually measure this with a meter in 18 month?

we cannot help you until someone has actually measured the voltage on the actual output posts
