There is a small lever on the tongue near the brake fluid reservoir. It has teeth on it. What does this do? Also I am having problems with the brakes sticking, How can I free them up?

Thats the brake lock, in the case of the trailer seperating from the towing vehicle. Lift the tin up and push that back down if it is up.
